PESEL is a number in the population register (rejestr PESEL). It has eleven digits that encode your date of birth and sex. Formally it is just an identifier. In practice, a large part of everyday life in Poland does not work without it.<\/p>\n
A mobile phone contract with a monthly plan instead of prepaid. Booking a doctor through the public health system. Enrolling a child in kindergarten or school. Filing the annual tax return. Getting the Profil Zaufany electronic signature, which you use for almost all online contact with public offices. Applying for benefits, including child benefits.<\/p>\n
Banks are a separate story. You can open an account without the number, but some products and online services will not be available.<\/p>\n
The number is given to people registered at their place of residence in Poland. It is also given to foreigners who need it for a specific procedure provided for by law. In practice there are many grounds: employment, study, tax obligations, documents for a child.<\/p>\n
Ukrainian citizens under temporary protection have a separate procedure. The number is assigned with the UKR status. It is the same PESEL, but it is linked to the protection status, and when the status changes, the register entry changes too.<\/p>\n
You submit the application to the residents’ affairs department of the municipality (gmina) where you live. You need your passport, the grounds for the application and an address in Poland. If the grounds are work or study, you will also need a supporting document.<\/p>\n
In many municipalities you need an appointment, and a free slot may not be available right away. In big cities this is the bottleneck: the application itself is processed quickly, but getting an appointment on the first try does not always work.<\/p>\n
For a child, you need the birth certificate with a translation by a sworn translator (t\u0142umacz przysi\u0119g\u0142y). A translation made by an ordinary translator will not be accepted.<\/p>\n
People mix them up all the time. Address registration (zameldowanie) is registration at an address. PESEL is a number in the register. When you register your address, the number is assigned automatically, but you can also get the number without address registration if you have other grounds.<\/p>\n
This matters because landlords often refuse to register tenants, and people decide that the way to the number is closed. It is not closed.<\/p>\n
If you apply in person in a small town, the number is usually assigned on the same day or the next day. In large municipalities it takes longer, and most of the time goes not on processing but on waiting for an appointment.<\/p>\n
The procedure is also possible remotely, through a power of attorney, but it takes longer and needs a correctly prepared document.<\/p>\n
You need PESEL for almost any action where the state has to identify you. You get it at the municipality (gmina), you need a passport and grounds, and it is not strictly tied to address registration. If you plan to live in Poland for more than a couple of months, do not put it off.<\/p>\n\n\n
